Tulare District serves the Grandview Gardens area (Tract No. 313 and vicinity), located approximately one-half mile northwest of Porterville, in the unincorporated area of Tulare County, California.

Tulare District also serves the area known as East Plano and vicinity, located approximately 1 mile south of Porterville, in the unincorporated area of Tulare County, California.

On Saturday, September 10, 2016, Tulare District’s East Plano Service Area experienced a water outage as a result of an unexpected decrease in the water level in the well. This resulted in failure of the pump. Del Oro replaced the pump and water service was restored on Tuesday, September 13, 2016. However, the water level in the well remains dangerously low.

Effective immediately, the East Plano Service Area is activating Rule 14.1 Stage 4 restrictions:

  • Outside watering is now prohibited, except when watering with a hand-held bucket or a continuously monitored hose (see notice for details).
  • Customers are required to reduce water use by at least 25%.

The complete list of Rule 14.1 Stage 4 mandatory restrictions is printed on the notice which was hand delivered to all customer properties on Wednesday, September 14, 2016. DOWC will continue to print Water Usage Guidelines on each customer’s bill; these guidelines show each customer what their maximum water use should be to achieve 25% conservation compared to 2013. Meters have been installed throughout Tulare District. All customers are now being charged metered rates.

The Service Charge is a Readiness to Serve Charge which is applicable to all metered water service and to which is added the charge for water used, computed at the Quantity Rate below.

California Public Utilities Commission (CPUC) Reimbursement Surcharge
A 1.23% surcharge is required to be added to all customers' bills, which is calculated on all amounts due and is forwarded to the Commission throughout the year.

Special Conditions - Tulare Annual General Service
  1. The annual service charge applies to service during the 12 month period commencing January 1 and is due in advance. If a permanent resident of the area has been a customer of the utility for at least 12 months, the resident may elect, at the beginning of the calendar year, to pay prorated service charges in advance at intervals of less than one year in accordance with the utility's established billing periods.
  2. The established billing cycle for water used is monthly.
  3. The opening bill for meter service, except upon conversion from flat rate service, shall be established after the first day of any year, the portion of such annual charge applicable to the current year shall be determined by multiplying the annual charge by one three-hundred-sixty-fifth (1/365) of the number of days remaining in the calendar year. The balance of the payment of the initial annual charge shall be credited against the charges for the succeeding annual period. If service is not continued for at least one year after the date of initial service, no refund of the initial annual charges shall be due the customers.
  4. All bills are subject to the California Public Utilities Commission (CPUC) Reimbursement Fee set forth in Schedule No. UF.
  5. A late charge will be imposed per Schedule No. LC.
  6. In accordance with Section 2714 of the Public Utilities Code, if a tenant in a rental unit leaves owing the company, service to subsequent tenants in that unit will, at the company's option, be furnished on the account of the landlord or property owner.
  7. The residential flat rate charges apply to service connections not larger than one-inch diameter.
  8. All service not covered by the above classification will be furnished on a metered basis.
  9. The monthly flat rate charge is due in advance, in accordance with the utility's established billing period.
  10. The CPUC granted and approved on May 24, 2017 for the Tulare District an Interim Rate Increase, followed by Resolution No. W-5148 dated September 14, 2017, granting a General Rate Increase. With the approval of Advice Letter No. 491, DOWCTU is granted reimbursement of under-collected revenues in the amount of $8,126.74 as a one-time surcharge over approximately twelve (12) billing cycles at $5.99 per customer per month, or until the net shortfall is reimbursed. If over-collection of funds occurs, a credit will be issued to the customers.
  11. As authorized by the California Public Utilties Commission, all bills are subject to a one-time surcharge of $15.61 per customer over approximately four (4) billing cycles at $3.90 per month as approved by the CPUC in Advice Letter No. 500. This charge offsets the State Water Board's fees as billed to the Tulare District for the fiscal years July 1, 2016 through June 30, 2017 and July 1, 2017 through June 30, 2018.
  12. As authorized by the California Public Utilties Commission, all bills are subject to a one-time surcharge of $10.79 over approximately four (4) billing cycle at $2.70 per month to each customer's bill as approved by the CPUC in Advice Letter No. 501. This charge offsets the expenses resulting from the Environmental Protection Agency's adopted National Primary Drinking Water Regulations for water testing for the period January 1, 2017 through December 31, 2017.
  13. As authorized by the California Public Utilities Commission, all bills across Del Oro Water Company Districts are subject to a surcharge over twelve (12) billing cycles at $10.54 per month to each customer's bill as approved by the CPUC on May 30, 2019 by Resolution No. W-5193 following Advice Letter No. 511-A. This charge is for the specific purpose of collecting lost revenue of $800,000 due against the DOWC Lost Revenue Balancing Account which tracks the lost revenue associated with the November 2018 CAMP Fire offset by cost savings associated with lower sales on volume-related items such as power, and any insurance or litigation proceeds received by DOWC.
